Refusal-First
Within KoR, refusal-first describes an architecture in which preservation of coherence takes precedence over execution.
01 / Context
KoR context
Refusal is treated as a structurally valid operation when admissible traversal cannot be guaranteed. The term does not make refusal synonymous with failure, hesitation, or inaction.
02 / Relevance
Why it matters
Refusal-first establishes a clear ordering: execution does not have structural priority when it would violate the coherence conditions being applied.
